I'm baffled; try as I might, I can't replicate the problem on this end.
Is the safety plate flat? it should be...

Yup. I may try a new spring and safety plate. Can't hurt I guess. So these do have a half cock?

I have an early HP-25 (solid pins) that does not have a half cock feature, but my later HP-25 (roll pins) does have something that could be called a half-cock- although it's more like an eighth or quarter cock.

I never noticed it before you mentioned it.
